AD and BC refer to Christ. BC is before Christ and AD refers to Christ's birth year (not death) using the latin Anno Domini or Year of our Lord. CE and BCE are recent academic terms removing the reference to Christ and substituting the words common era instead. So CE (common era) uses the same calendar numbering system as AD ie 2009 CE equals 2009 AD. The same for BCE (before common era) which is the same as BC (Before Christ.)
So how did we get these terms and why? Most calendaring systems are based on some epoch event or person. Think about it. We still do it in small ways. We say, she was born during the depression or the year of the big flood. The same with our current calendar. Back in AD 525 the pope asked Dionysius Exiguus to calculate the correct day to celebrate Easter.
A common calendar cycle in Dionysius' time was from the days of Alexandria. Unfortunately there was a conflict between that one and other systems so that various dates for Easter were proposed and celebrated. The pope wanted one date calculated that would be used by everyone to celebrate Easter.
Since Alexander was known as a persecutor of Christians, Dionysius decided to not only calculate the date of Easter but to invent a whole new calendar based on Christ's birth.
Dionysius named the years relating to his cycle, BC meaning Before Christ which starts with year 1 and AD meaning Anno Domini, the year of Our Lord referring to the year of Christ's birth. The calendar goes from year 1 BC to year 1 AD without any year 0. That's not really a problem unless you're a purist and think we shouldn't haven't celebrated a new century until say 2001 or 2101. Or maybe an astronomer.
Dionysius used the Julian calendaring system to come up with the months and slapped his new year dates on that. It took awhile, 400 years actually, before the AD/BC dates were widely used. Everything was going along fine until 1582 AD.
In that year March 1st was no longer early spring. It was now early winter. Why? Because of the earth's orbit around the sun which is not exactly 365 days but 365 days and a few hours. So every four years the calendar slipped back by a day. How to solve the problem and get spring back on track? Or the calendar back on track. Enter the leap year and the Gregorian Calendar.
The solution was mandated by Pope Gregory XIII who introduced the Gregorian calendar to all the Catholic parts of Europe. His calendar system solved the moving target problem of the seasons and the 365 day calendar.
What was his clever solution? Add a day every four years. That's how and when we got leap years. Well it wasn't quite that simple since the orbit isn't exactly 365 and a quarter days either. Here's the full rule. In the Gregorian calendar, a year is a leap year if the year number is evenly divisible by 4, but not if the year number is evenly divisible by 100, and this last exception must not be applied if the year number is evenly divisible by 400. For example, 1600 and 2000 are leap years, but 1700, 1800, and 1900 are not.

However, its adoption in the United Kingdom and other countries was fraught with confusion, controversy, and even violence. Thanks to the colonization practices of Europe and a world wide economy led by the United States and Europe, the Gregorian calendar with years numbered from Christ's birth is in common use around the world.
