The General Agreement on Tariffs and Trade (GATT) is the second of three regimes governing international trade in the era modern. He was replaced by the World Trade Organization (WTO), and coexist with the aborted International Trade Organization (WTO). The Organization International trade was designed to be a counterpart to the International Monetary Fund and World Bank, institutions negotiated in the Conference Bretton Woods in 1944. Named in honor of Bretton Woods, New Hampshire, site of the Mount Washington Hotel, where negotiations took place, formal conference-called the United Nations Monetary and Financial Conference, but rarely recognized by that name brought together over 730 delegates Allied 44, is already preparing for the world should form when the Second World War ended.
The basic idea of Bretton Woods was the encouragement of open markets and lower barriers to trade among member countries. In 1946, the Organization United Nations Economic and Social Committee called for a conference in the charter of the International Trade Organization. Although agreed relatively quickly, ITO never came into being, all efforts to have Congress approve it, on the grounds that the information would be given too much authority over internal affairs of the United States. At the end of 1950, President Truman announced that it will stop seeking ratification of the Charter of ITO, and without the participation American, the organization withered on the vine. GATT, in the meantime had been implemented successfully, but was intended to complement rather than replace, the ITO. Although the information, and the WTO that prevails now, was an organization, the GATT was just a treaty, without infrastructure, personnel, or institutional existence.
Negotiations on GATT began in parallel and in cooperation negotiations with the ICO, and were initially treated for a short-term country liaison readily agreed to certain terms until the information has started its operations. Twenty-three countries signed the original treaty, which the U.S. has been considered as a congressional-executive agreement, exercise of power of the president to negotiate trade agreements when granted such power by Congress. In essence, she was granted "most favored nation" status to all nations signing the treaty. An impressive number of 45,000 tariff concessions were made by the first signing of the GATT, which affects half of world trade, a huge initiative, despite the failure of the ITO three years later. More "rounds" of GATT follow, each addressing a slightly different, participated in a slightly different assortments Country:
The Cycle of Annecy in Annecy, France, in 1949, plus reduced rates in 13 countries. Torquay Round, 1951, in England, another 8700 tariff concessions. The Geneva Round, 1956, new concessions and the first participation of postwar Japan. The Dillon Round, 1962 Geneva, named Treasury Secretary Douglas Dillon, tariff concessions and exploratory talks on the European Economic Community. The Kennedy, 1967, Geneva, named after the late President Kennedy, involving 66 countries, most to date. The Tokyo Round, 1979, 102 countries, and the first discussion reduce non-tariff barriers and voluntary export restrictions. In 1993, the Uruguay Round, launched in 1986, was the most ambitious. He took seven years to negotiate, participate in 123 countries, and was the first to combine agricultural products. This was the final round of GATT, as one of the reasons negotiations so long was the decision to finally create a body of the organization: the WTO, which replaced the GATT in 1995.
